The Oakwood City School District is requesting statements of qualifications from testing consultants/engineers in connection with testing of concrete, structural steel and other materials related to the renovation of the Harman Elementary School located at 735 Harman Avenue, Oakwood, OH 45409, Smith Elementary School located at 1701 Shafor Blvd., Oakwood, OH 45419 and Junior and High School Buildings located at 1200 Far Hills Avenue, Oakwood, Ohio and referred to as “Testing and Special Inspection Services."

Statements of Qualifications will be received by Todd Scott, Director of Operations, at the District’s Main Office located at 20 Rubicon Road, Oakwood, Ohio 45409, until 2:00 p.m. local time, April 3, 2020.  For more information or to obtain a copy of the Request for Qualifications, contact Todd Scott at scott.todd@oakwoodschools.org or below.

All firms submitting responses will be evaluated and ranked based on the criteria set forth in the Request for Qualifications.

Will documents be provided to complete Appendix “A” and section 2.3?
Section 2.3 and Appendix “A” are deleted.

What is needed to complete Exhibit “A” and Exhibit “B”?
Exhibit A & B are exhibits to the proposed Form of Professional Services Agreement.  Exhibits will be completed by the district and selected consultant prior to the execution.

How should bidders submit the RFQ?
Due to COVID-19, the District will not be accepting paper delivered or mailed documents. The Oakwood Schools offices are currently closed. Please email your bids to scott.todd@oakwoodschools.org.  with the subject line of  RFQ for PE.  The bid deadline remains as 2:00 p.m.April 3, 2020.

Due to COVID-19, we do not have access to a notary, does the bid have to be notarized?
We prefer the bid be notarized but if that is unavailable due to the health and safety of those involved, we will waive the requirement.

Are sections 4.1.8., 4.1.9, 4.1.10 and 4.1.12 required since they relate to pricing?
No, these sections have been deleted. 

NOTICE TO BIDDERS

The Board of Education of the Oakwood City School District (the “District”) will be accepting bids from general contractors for all material, labor and services necessary in connection with two separate asbestos abatement projects: (i) abatement of the Harman Elementary School located at 735 Harman Avenue, Oakwood, OH 45409 and the Smith Elementary School located at 1701 Shafor Blvd., Oakwood, OH 45419 with an estimated budget of $100,000 (collectively, the “Elementary School Projects”) and (ii) abatement of the Oakwood Jr./Sr. High School located at 1200 Far Hills Avenue, Oakwood, OH 45049 with an estimated budget of $85,000 (the “Jr./Sr. High Projects”).

In order to take precautions regarding the Coronavirus, interested Bidders should submit a copy of their fully completed and signed Bid Proposal, along with all required documentation, electronically to Todd Scott at scott.todd@oakwoodschools.org April 8, 2020 between the hours of 8:00 a.m. and 2:00 p.m. (EST).  A completed Bid Tab will be emailed back to original submitting email address by 5:00 p.m.

Bid Proposals sent prior to April 8, 2020 will be considered non-responsive.  The bids for each project will be opened thereafter and results posted on the school District’s website at https://www.oakwoodschools.org.

Each project will be subject to a separate bid and contract.

Bidding documents may be obtained from Todd Scott at scott.todd@oakwoodschools.org.  All questions should be submitted to Todd Scott at scott.todd@oakwoodschools.org.  

Each Bid Proposal shall be accompanied by a bid guarantee in accordance with O.R.C. Section 153.54 and in the forms proscribed in O.R.C. Sections 153.57 and 153.571.  The school District will award each project to the lowest responsive and responsible bidder.  However, the school District reserves the right to accept or reject any or all bids, waive any informalities or irregularities in any bid received and to conduct such investigation as necessary to determine the responsibility of any bidder.  No bid may be withdrawn after the opening of the bids. Any Bid Proposal received after the above referenced time and date will be returned to the submitter unopened.

Public Notification

OJH/OHS Work - Feb. 2020

Scope of Work:

  • Under full containment, removal of an estimated 320 feet of asbestos-containing TSI (pipe insulation) in the attic.
  • At the completion of abatement and encapsulation, and approved inspection, the third party consultant will run a set of clearance air samples to prove the area is safe for reentry.
  • All personnel will be licensed and trained in the proper procedures for handling asbestos containing materials. All work will be performed in accordance with all Federal, State and Local laws and regulations governing asbestos abatement.

Smith Elementary Work - Feb. 2020

Scope of Work:

  • Scrape and or Ice Blast loose paint from all surfaces in the boiler room.
  • Clean surfaces limited to horizontal, supplies, boiler tops, tools etc. that are contaminated with lead paint. There is approximately 5500 sq. ft. of surfaces involved in this cleanup.
  • Provide a TCLIP (under add alternate) for all waste generated for disposal purposes.
  • Dispose of waste in accordance with the EPA, based on the TCLIP results.
  • Dispose of general waste that is deemed non-usable as C&D waste.
