Admission of Active Duty Military Families Participating
Under Inter-District Open Enrollment
Eligibility:
The administration will review actual and projected numbers by April 1 for the first semester of each year and Sept. 30 for the second semester for the programs and classrooms with space available for students with a parent who is an active duty member of the U.S. Armed Forces in Ohio.
Projected enrollment of native students and applications from students of military personnel, in accordance with Policy 5113, are to be determined by June 15 for the first semester of the next year or October 30 for the second semester.

Applications must be submitted in person to the Superintendent’s Office on or after April 15 and not later than May 31 for the first semester and Sept. 15 and not later than Oct. 15 for the second semester. Once a student is accepted into the Oakwood City School District, parents/guardians are asked to reach out to the Central Registrar for information pertaining to enrollment procedures.
Application Approval:
Requests will be acted upon (approved or denied) by June 15 for the first semester, and Oct. 30 for the second semester.
Parents/Guardians will have ten (10) days in which to accept and must notify in writing the Oakwood School District of their intent to enroll in the district under the Inter-District Open Enrollment.
Failure to notify the Oakwood School District within the ten (10) day period of time will result in this offer being withdrawn, thus allowing other students to be considered for an available opening. The submission of an application for open enrollment does not guarantee approval for transfer.
Application for Admission:
- The number of openings in a particular program for students of military personnel will be determined by the optimum size for a particular program, classroom/school building, or grade level, which is the number of students that can be accommodated without increasing District expenditures for staff or equipment.
- When a student of active duty military personnel requests an application, the student will be informed of the prerequisites for each program or course of student in which enrollment is sought. No student of active duty military personnel will be enrolled in a program or course of study who has not met the prerequisites established for native District students.
- The applications of students of active duty military personnel shall be revoked in reverse order of acceptance (last in-first out) if enrollment of a new native student at any time prior to the start of the school year or semester brings the enrollment of District students to optimum size. However, students of military personnel who have begun the program shall be allowed to complete the school year.
- Applications from students of military personnel who have an individualized education program (“IEP”) shall not be considered if the services described in the student’s IEP are not available in the District’s schools.
- Upon request, the Superintendent’s Office shall notify the parent/guardian of an active-duty military personnel student of the programs and schools that have space available for open-enrolled students pursuant to Policy 5113.
- The District shall not discriminate against any students with disabilities (“IDEA” or “Section 504”). The District, however, is not required to provide any services or adapt any facilities not already available to native District students with disabilities. If a student of an active duty military personnel becomes eligible for protection under Section 504 or the staff determines that a student of military personnel is IDEA-eligible (i.e., eligible for specially designed instruction and related services under the IDEA in accordance with an IEP), it will provide appropriate services. The student, however, must agree to attend the District school at which the identified services are currently available. If any services are obtained elsewhere, the Special Education Coordinator shall notify the home district to determine if it wants to arrange for the services or have the District arrange for them at the home district’s expense.
- Applications from students of active duty military personnel may be rejected if the racial balance of the home district or this District’s program, classroom or school would be negatively impacted, as defined in Policy 5113.
- Any student who expects to graduate from Oakwood High School must meet all graduation requirements established in policy by the Oakwood City School District.
- The grade point averages of students who are accepted as open enrollment students must be calculated using the Oakwood School District grading scale.
- Enrollment in programs such as career-tech, gifted and talented, specific learning disabilities, emotional disturbance, developmentally delayed, etc., will dictate which building a student must attend. The District is not required to institute any special education programs to serve transfer students.
- At no time will a resident student be denied enrollment in a grade, building or program due to established capacities having been reached through inter-district open-enrollment.
- The student who is accepted for enrollment in the Oakwood School District under the open enrollment program must remain in the school district for the duration of the school year.
- If a student, accepted for enrollment under the open-enrollment program in the Oakwood School District, decides to return to their school district of residence prior to completing one (1) full year school year in Oakwood City School District, that student will forfeit the right to any future application for open-enrollment in the Oakwood City School District.
- Applicants shall be considered on a first-come, first-served basis, with an assurance that resident students will not be displaced. Enrollment levels will determine the number of new students accepted. Students currently enrolled in the Oakwood School District during the previous school year will receive preference in placement over first-time applicants. Each open-enrolled student must file a Request to Return form yearly with updated information.
- No student, once accepted by Oakwood City School District, will be displaced during that school year.
- OHSAA athletic eligibility guidelines and district athletic policies will be in effect. All student-athletes who wish to enroll must abide by the rules set forth in the Ohio High School Athletic Association Bylaws. Students will not be permitted to participate in practices until a release is approved by the OHSAA due to potential liability.
- Open enrollment students will be required to be full-time in the district.
- Participating students must comply with all Oakwood City School District rules, including academic, attendance, codes of conduct, and extracurricular rules. They must also comply with all fee payment schedules.
- There shall be no requirements of applicants regarding academic ability, athletic, artistic, or other extra-curricular skills, or any requirement that applicants be proficient in the English language.
Application Procedures:
- Applications must be submitted for interdistrict transfer on the Interdistrict Application for Admission form as a non-tuition student and submitted in person to the Superintendent’s Office at the Oakwood Board of Education.
- A separate application form must be submitted for each student who requests an interdistrict transfer.
- Any falsification of information on the application form will render the application null and void.
- Applications must be completed and submitted in accordance with this guideline and the interdistrict transfer policy.
- All approvals will be on an annual basis.
- Waiting list: Students whose applications are initially denied due to space limitations may have their applications placed on a waiting list. Applications from this waiting list will also be processed on a first-come, first-served basis and priorities indicated above.
- Upon application, the parent of an elementary student may request a building assignment; however, the Superintendent of Oakwood Schools reserves the right to assign the building where the student would be attending school.
Transportation:
Oakwood City School District will assume no responsibility for the transportation of students.
Discipline:
- Students suspended and/or expelled for ten (10) or more consecutive days during the semester of application shall not be eligible to participate in the interdistrict open enrollment program.
- Students who are accepted into the interdistrict open enrollment plan will abide by the school and district discipline code.
- Student records, including discipline, will be requested from the resident district.
